There are some really good pure dex weapons. Godskin peeler for one is amazing, or running a sword and shield combo focusing on parry/reposte. Doesn't mean melee is punished. Melee is always ''harder'' because you have to be up close. Has been the case in every dark souls. Ranged is simply just safer. WIth a lot of setup, sure, melee wrecks hard, insanely hard.
